GW says he is increasing port and border security

In 2002, the GW administration refused to sign a bill funding U.S. security unless the Democrats agreed to reduce the amount of spending for U.S. security (port, border and first responder funding). After signing a reduced amount of funding for U.S. Security into law than is needed, the GW Bush administration has has refused to spend money allocated by Congress to buy new port and border security equipment.

The Presidentís 2003 and 2004 budget provides zero for port security grants. In August 2002, the President vetoed all $39 million for the Container Security Initiative which he specifically touted.
