Thanks to the last-minute maneuvers of Bush's Republican allies in Congress, families who earn between $10,500 and $26,625 per year weren't to receive any benefit whatsoever from the child tax credit increase. These families include 11.9 million children, or one out every six children under the age of 17. Republicans offered to re-instate it in exchange for a much larger tax break for the very wealthy.
